Budget and Financial Planning
Budget and Financial Planning is responsible for the formulation, implementation and administration of the annual operating budget and Capital Improvement Program (CIP). The department is also responsible for issuance of the County's debt. The Budget and Financial Planning Department also performs a management role by assisting the Board of County Commissioners (BOCC), County Manager and County agencies in the evaluation and improvement of policies and systems.

Facilities Management
Facilities Management provides the physical and environmental as well as information and records management needs of the county departments to allow them to pursue their missions unencumbered by planning, design, construction, maintenance, custodial, or records management and retrieval, and to be an effective member of the county team. Archives & Records Management provides efficient handling, storage, and management of inactive records and also preserves for posterity those records that have been classified under state laws and policy guidelines as legally or historically significant for public access, research, and review.

Human Resources
The Department of Human Resources has overall responsibility for providing the policies and resources that support an effective and motivated workforce. Key responsibilities include: identifying qualified job applicants, providing training and development opportunities for County employees, maintaining an overall compensation system for the County, developing, communicating, and implementing human resources policies and practices, providing guidance to managers and employees to help resolve workplace issues.

Information Technology Services (ITS)
ITS supplies information technology to meet the business needs of the County in the effective delivery of its services. Office of Financial Management (OFM)
The Office of Financial Management (OFM) is responsible for all fiscal activities of the County. The office maintains the financial records of the County and prepares financial statements, including the Comprehensive Annual Financial Report (CAFR). Other OFM responsibilities include accounts payable, payroll, benefits, risk management, cash management, purchasing, and providing storage, distribution, and disposal services for the County's surplus property.

ORACLE is the County's Customer Support Center responsible for the enterprise-wide support and maintenance of an integrated ORACLE Financial and Human Resources system and its related databases. The ORACLE Support Center is responsible for maintaining system accessibility, resolving user issues and concerns, as well as providing training for both new and current system users.

Johnson County Transit
The Transit Division administers the County's public transportation system (The JO) which provides intra-county and downtown express bus service as well as door-to-door transportation for the elderly, low income and disabled. IFT houses the Fleet Maintenance Division and administers the County Assistance Road System (CARS) and Stormwater Management Advisory Council (SMAC) program.

Audit Services
Audit Services, a function within the Board of County Commissioners, serves as an objective evaluator of the effectiveness of all Johnson County Government activities, operations, services, and programs, ensuring compliance with the Board of County Commissioners' policies, federal regulations, and state statutes. The Auditor's office maintains organizational and operational independence from all other departments of the County and reports directly to the Board.

County Manager's Office
The Board of County Commissioners appoints the County Manager , generally through a competitive selection process, to serve as the chief administrative officer of the County Government , responsible for the oversight of all County agencies, departments, services and programs. The County Manager is responsible for implementing policies adopted by the Board of County Commissioners and for managing executive staff in the execution of Board directives.
The County Manager serves as a liaison with elected officials and independent county boards, coordinates delivery of services provided by more than 3600 employees, directs the development and administration of the annual operating and capital budgets totaling more than $600 million, and makes recommendations to the Board of County Commissioners.

Legal Services
Legal Services provides legal services and representation for Johnson County Government and its officials . The Legal Department handles all lawsuits brought by and against the County; represents the County at administrative hearings; drafts and reviews resolutions, contracts, bonds and other written instruments; provides advice and renders legal opinions upon request to the Board of County Commissioners, County Manager , and other county officials. The Legal Department does not advise or represent private citizens or entities.

K-State Research and Extension
The Extension program is a joint program of Johnson County , Kansas State University, and the United States Department of Agriculture. The Extension provides adult and youth educational programming in the broad areas of agriculture, horticulture, family and consumer sciences, 4-H and youth development, and community development.

The Johnson County Library provides books and audiovisual materials for children and adults, online resources, and business and information services through a central resource library and 12 branches. Museum
The Johnson County Museum presents the county's history at its three sites: the County Museum of History in Shawnee , the 1950's all-electric house located on the museum grounds, and the Lanesfield School Historic Site near Gardner . The Museum actively collects objects, photographs and information about the county's history for use in its programs and exhibitions. The Museum has over 24,000 historic photographs and 13,000 objects in its collection.

Parks and Recreation District
The Parks and Recreation District maintains 5,000 acres of parkland, including a countywide streamway park system. Each year, the District records more than 7 million park visitors and nearly 1.5 million recreation participations in over 4,000 fee-supported programs. Special areas and events include Tomahawk Hills Recreational Complex and Golf Course, marinas in Heritage and Shawnee Mission Parks , and the Theatre in the Park show season.

The Elections Office is responsible for maintaining voting records, registering voters, developing voting ballots, and conducting all national, state, county, city, local, school, and special elections in Johnson County. Records and Tax Administration
The Department of Records and Tax Administration receives, reviews, records, and retrieves land records and other documents as prescribed by law. The department is responsible for the preparation, administration, and maintenance of the County's tax rolls. The department maintains records of all special assessments within the County, accepts and verifies new plats, registers temporary notes and bonds, issues hunting and fishing licenses, and keeps a ledger of the County's receipts and expenditures. The department also records, retains, and retrieves all real and personal property records filed for record within the county, as prescribed by Kansas statutes.

Human Services and Aging
Johnson County Human Services & Aging is a component of the county's social safety net for our highly vulnerable citizens – older adults, people with a disability, and families with very low incomes – who are at risk of losing their independence and dignity. HS/A programs receive federal, state, local, and private funding and include housing assistance, geriatric care management, in-home services, Meals on Wheels, and emergency assistance. HS/A is able to offer assistance to help individuals maintain independence on a temporary or longer term basis.

Mental Health Center
Mental Health
provides 24-hour mental health emergency services; individual, family, and group mental health treatment for residents of all ages; specialized treatment programs for children and adults with severe mental illness; residential substance abuse treatment for youth; and community education programs on mental health and substance abuse. Services are available to all county residents regardless of ability to pay.

Public Health Department
The Public Health Department is dedicated to the prevention of disease and promotion of wellness for our community. Diverse, comprehensive services are provided including prenatal care, Women, Infants, and Children (WIC) Supplemental Nutrition Program, health screening clinics for children and adults, HIV testing and counseling, sexually transmitted disease services, immunizations, disease investigation, emergency preparedness, adult and child care facilities compliance monitoring and education on a variety of preventative health topics. District Attorney
The District Attorney's primary responsibility is representing the community in the prosecution of state law violations that occur in the County. Other major functions of the District Attorney's office include assisting crime victims through the Victims Assistance Unit, as well as collecting restitution, enforcing criminal child support laws, and promoting community crime prevention programs.

District Court Trustee
The Office of the District Court Trustee was the first of its kind established in Kansas in 1972. The Court Trustee is an attorney appointed by the Judges of the Tenth Judicial District and supervises a staff of two Deputy Court Trustees and a support staff of 47. The office provides efficient, effective methods for the enforcement and collection of court-ordered support.

District Courts
While not a County Department or Agency, the District Courts of Johnson County, the 10 th Judicial District of Kansas, is closely affiliated with Johnson County Government. The courts have general original jurisdiction over all civil and criminal cases, including: divorce, domestic relations, juvenile matters, guardianships, conservatorships, probate and administration of estates, damage suits, and small claims.

Emergency Communications Center
T
he Emergency Communications Center dispatches fire and medical assistance to the citizens of Johnson County and fire service to 70 square miles of neighboring Miami County . Each year, over 39,000 9-1-1 calls are dispatched to 14 fire and EMS stations.

The Emergency Management & Homeland Security Department serves as the County's designated disaster agency and emergency operations center with the responsibility for coordination of all actions within Johnson County which involve preparing for, responding to, recovering from, and mitigating the impact of crisis, major emergencies, and disasters, including terrorism.

Justice Information Management Systems (JIMS)
JIMS provides technology support for the District Courts, Corrections and the District Attorney's and Sheriff's offices. JIMS also helps to support the Court Appointed Special Advocate program for children (CASA) and the Juvenile Intake Assessment Center (JIAC).

Law Library
The Law Library provides legal information services and research materials to attorneys, judges, and the public. Located in the Courthouse, resources include over 20,000 items including Federal and state statutes, regulations, case law, handbooks, periodicals, formbooks, and Lexis/Westlaw services. The Law Library Board of Trustees is the governing board for the law library.

Med-Act
Med-Act employs over 100 field paramedics who work out of 18 fixed locations throughout the County, providing basic and advanced life support services, ambulance transportation, and emergency care training to the community.

Sheriff's Office
The Sheriff's Office manages the County jail and serves court orders and warrants issued through the District Courts. It works closely with other police agencies in the County, and provides patrol services for rural Johnson County . The office provides investigative, laboratory, and technical services to complement and enhance multi-jurisdictional investigations in the County.
